An Essay on the Evolutionary Approach of Historical Institutions: With focus on the changing progress of the school meal support policy of the Gyeongsangbuk-do

Abstract
As seen in the trends of the latest research on historical institutionalism viewpoints, doers are included in its analysis to overcome the limitations called the structure-specific and to give explanations to frequent changes in systems. In addition, changes in systems are specifically understood as a progress. However, the studies on the changes in systems concerning the historical institutionalism viewpoints have the following limitations: First, even with the doers included into the target of analysis, the theoretical analytical framework to elucidate the doers` actions; and second, although changes were explicitly expressed as a progress, there was lack of a theoretical approach to the progress. This study aims to incorporate a cultural progressive theory to overcome such theoretical limitations historical institutionalism revealed. The analysis of the school meal support policy of the Gyeongsangbuk-do based on the elicited analytical framework shed light on the doers` strategic changes in line with the changes in macroscopic structures and systemic contexts. This research intends to give explanations on what impact macroscopic structures and the changes in systemic contexts have on the changes in systems and on actions and systemically progressive mechanism from progressivism viewpoints. It is expected that the way this research explains would compensate the theoretical limitations of the changes in systems about the thus far revealed historical institutionalism.
